The reason for the score drops is due to newly available data on the national US building stock. Previously, the scores had been based on CBECS survey data from 2003.

The new scores incorporate data from the 2012 CBECS survey. Since our nation's buildings have gotten increasingly energy efficient during the past decade it has become more difficult to place in the top 25% that is required to qualify for ENERGY STAR.
