San Diego's Building Energy Benchmarking Ordinance
San Diego's Building Energy Benchmarking Ordinance
San Diego has joined the swiftly growing list of California cities requiring building energy benchmarking. Similar to the State law AB 802, San Diego's new program requires building owners or operators submit their energy usage and building information to the state by June 1st of each year. Also similar to AB 802, San Diego's program's compliance threshold is 50,000 square feet or larger. Buildings under 50,000 square feet will not need to comply. As with Los Angeles' EBEWE program each building is assigned a city building ID # that needs to be included with each submission. Buildings that were vacant for more than half of 2018 can request exemption from this year's program. Compliant buildings will automatically be reported to the State exempting them from AB 802.
This year's deadline is not being enforced as the city wants to get building owners familiar with the program and how benchmarking works, but in future years enforcement of the June 1st deadline may take place. It is not clear if San Diego will be stepping down the square footage requirements for compliance like Los Angeles' EBEWE program and San Francisco's benchmarking program, but it is possible in future years smaller buildings will need to submit data as well.
